I don't think it actually spun.  Also that picture exaggerates the appearance of the circle a bit. Probably just like modern sharks who create new teeth their entire life, except this one creates the tooth at the same location every time and pushes them down the chain one by one. So instead of a U shaped gum line, it rotates 90 degrees and becomes a spherical shape.

I'd be very surprised if the teeth were not enclosed in the mouth.

the last picture in this article looks more realistic i guess

i was thinking maybe it had a mouth either like 1 of these;

a.  cookie cutter shark
b.  rays with the sucker mouth

Nah it died out 30 million years ago. They have only really found the tooth spiral from them, no jaw bones or definitive skull bones have been found to indicate where the spiral was located in the mouth.
